Working hospitality shifts on Youth Allowance: the $539 a fortnight line, and how Income Bank credits let you take on more over summer

Student Youth Allowance starts shrinking once your gross pay passes $539 a fortnight, which is about 16 weekday hours at the casual Level 2 hospitality rate. Every quiet fortnight banks Income Bank credits, and in a worked summer they're worth about $2,100.
$539 is the number. That's the gross fortnightly pay where Centrelink starts trimming a student's Youth Allowance, and at the adult casual Level 2 hospitality rate it's about 16 weekday hours, or a bit over 11 on a Sunday. Past it you lose 50 cents of every dollar, then 60. The part most people miss is that the quiet fortnights during semester aren't wasted: every dollar you earn under the line goes into an Income Bank, and over summer those credits can carry a 40-hour fortnight at full payment.
Short version: Youth Allowance for students and Australian Apprentices reduces by 50 cents for each dollar of gross income between $539 and $646 a fortnight, then by $53.50 plus 60 cents for each dollar over $646 (Services Australia, page updated 3 June 2026). Fortnights under $539 bank the difference as Income Bank credits, up to 13,500 for students, and the credits are used up before your payment is touched. This is general information, not financial advice. Your Centrelink online account has your actual balance and rate.
What the $539 line actually is
It's the personal income test for Youth Allowance as a student or Australian Apprentice. Services Australia counts your gross employment income, the figure on your payslip before tax, and it includes penalty rates, overtime and allowances. Each job is reported separately. The job seeker version of Youth Allowance uses a different test with Working Credit instead of an Income Bank, so none of the numbers below apply to it.
| Gross pay in the fortnight | What happens to your payment |
|---|---|
| Up to $539 | Nothing. The gap between your pay and $539 becomes Income Bank credits. |
| $539 to $646 | Reduced by 50 cents for every dollar over $539, so up to $53.50. |
| Over $646 | Reduced by $53.50 plus 60 cents for every dollar over $646. |
| $1,368.50 (18 or older, living at home) | Payment reaches $0. |
| $1,697.17 (living away from home) | Payment reaches $0. |
The payment it's trimming is $482.40 a fortnight if you're 18 or older and live at your parents' home, $677.20 if you need to live away from home, and $418.90 if you're under 18 at home (maximum rates from 1 January 2026). Two rules sit around the edges. If you're a dependent student, the parental means test runs alongside the personal one and whichever gives the lower rate wins, credits or not. And if your income holds your payment at $0 for 12 fortnights in a row, it's cancelled.
How many hospitality hours fit under $539
Because the test is on gross dollars, not hours, penalty rates eat the free area faster. Here's a casual Level 2 food and beverage attendant under the Hospitality Industry (General) Award (the standard grade for bar and floor work) on the rates that apply from 1 July 2026. Casual rates already include the 25% loading, and the evening row adds the award's flat $2.95 an hour for 7pm to midnight on a weekday.
| When you work | Adult casual rate (20+) | Adult hours to $539 | 19-year-old casual rate | Junior hours to $539 |
|---|---|---|---|---|
| Monday to Friday, 7am to 7pm | $33.85 | 15.9 | $28.78 | 18.7 |
| Monday to Friday, 7pm to midnight | $36.80 | 14.6 | $31.73 | 17.0 |
| Saturday | $40.62 | 13.3 | $34.53 | 15.6 |
| Sunday | $47.39 | 11.4 | $40.29 | 13.4 |
| Public holiday | $67.70 | 8.0 | $57.55 | 9.4 |
In shift terms: two 8-hour weekday shifts a fortnight is $541.60, over the line by $2.60. A 5-hour Thursday day shift plus a 6-hour Sunday is $453.59, under it, banking $85 of credits. An 18-year-old is on 70% of the adult minimum, $23.70 an hour on a weekday, which stretches the free area to about 23 hours. The catch with junior rates is clause 13.5 of the award: a junior working as a liquor service employee is paid as an adult, so if you're 19 and pouring beers you're in the $33.85 column, not the $28.78 one.
How Income Bank credits build up and get used
Every fortnight you earn less than $539, the difference is added to your Income Bank. Earn $350 and you bank 189 credits. Earn nothing over exams and you bank the full 539. When you later earn more than $539, the credits are drawn down before your payment is reduced: Services Australia's own example is that 74 credits let you earn $613 in a fortnight with no reduction. You don't apply for any of this. It runs off the income you report, and the balance sits in your Centrelink online account.
- Credits are dollars of income, not dollars of payment. 1,000 credits let you earn $1,000 over the line, which at the taper above protects roughly $590 of payment.
- The cap is 13,500 for students and 1,000 for Australian Apprentices. Once you're there, quiet fortnights stop adding anything.
- They're yours only, and you can't cash them out. A partner's income is tested separately and your credits don't offset it. Leave study for Youth Allowance as a job seeker and up to 3,500 credits transfer to Working Credit; stop getting any payment and the balance is gone.
A worked summer: 40-hour fortnights on banked credits
Say Priya is 20, studying full time in Sydney and renting a room in Marrickville, so she gets the away-from-home rate of $677.20 a fortnight. She works casual Level 2 at a Newtown pub. During semester she takes one 5-hour weekday day shift a week: 10 hours a fortnight, $338.50 gross, which banks 200.50 credits each fortnight. Eighteen fortnights on that pattern, from early March to late November, leaves her with about 3,609 credits, well under the cap.
Then the venue opens the summer roster. From early December she takes four 7-hour weekday shifts ($947.80) and two 6-hour Sundays ($568.68) each fortnight: 40 hours and $1,516 gross, which is $977 over the line. Each fortnight's report does this to her payment, rounded to the dollar.
| Fortnight | Gross pay reported | Credits used | Credits left | Youth Allowance paid |
|---|---|---|---|---|
| 1 (early December) | $1,516 | 977 | 2,632 | $677.20 |
| 2 | $1,516 | 977 | 1,655 | $677.20 |
| 3 (over Christmas) | $1,516 | 977 | 678 | $677.20 |
| 4 (mid January) | $1,516 | 678 | 0 | $508.50 |
| 5 | $1,516 | 0 | 0 | $101.70 |
Fortnight 4 is where the taper bites. The last 678 credits offset part of the pay, leaving $838 to be assessed: $53.50 for the slice between $539 and $646, plus 60 cents on the remaining $192, so $168.70 comes off. By fortnight 5 the credits are gone and the full $1,516 is tested: $53.50 plus 60 cents on $870 is $575.50 off, leaving $101.70. Without credits, all five fortnights would have paid $101.70.
Across four summer fortnights, the credits Priya banked during semester are worth about $2,100 of Youth Allowance.
Two things to watch in your own version. Her $1,516 sits under the $1,697.17 cut-off, but 50 weekday hours ($1,692.50) would take the payment to almost nothing, and a fortnight of Boxing Day and New Year's Day shifts at $67.70 an hour gets there faster. Rent Assistance and the Energy Supplement can also reduce once the taper starts, and Youth Allowance is taxable, so a big summer counts towards your tax bill too.
What to do before the summer roster goes out
- Check your Income Bank balance in your Centrelink online account or the Express Plus app. That number, plus $539, is what you can earn gross in a fortnight before anything changes.
- Price the roster in gross, not hours. Multiply each shift by its award rate for that day. A Sunday hour at $47.39 uses credits 40% faster than a weekday hour at $33.85, so if you're near the end of the balance, the weekday shifts hurt less.
- Open your availability wide for December and January, then narrow it again before semester. Credits regrow in the quiet fortnights, and availability is the setting that decides how many shifts you get offered.
- Report the gross on every payslip and the pay period it covers, each employer separately, and keep the payslips. The gross is only right if the venue paid the right penalty rates, and two lines on the payslip tell you.
Who this doesn't cover. Youth Allowance has residence rules: you have to be an Australian resident living in Australia, and newly arrived residents can wait 2 or 4 years. Student visa and working holiday visa holders can't claim it. If that's you, your limit is hours, not income: the 48-hour fortnight on a student visa is the post you want.
Filling the summer with shifts you can price before you take them
The Income Bank maths only pays off if the extra shifts exist and you know what each is worth in gross before you say yes. Most casuals see one venue's roster, so the summer hours go to whoever the manager messaged first.
Shiftly is free workforce management for venues with an on-demand staffing network built in, so the roster fills itself. On-Demand is coming soon, starting in Sydney: nearby venues post the shifts they can't fill, you see the hours and the pay before you accept, and you're paid fast once the shift is approved. The venue engages you as an independent contractor at rates at or above award minimums, plus super, and an 8% service fee (plus GST) comes off your side. One Centrelink note: contractor income is self-employment income, which you report separately from wages, so keep the shift record. Join the Shiftly waitlist.
Frequently asked questions
How much can you earn a fortnight on Youth Allowance before it reduces?
$539 gross a fortnight if you get Youth Allowance as a student or Australian Apprentice, under the personal income test Services Australia published on 3 June 2026, plus any Income Bank credits you've built up. The payment reaches $0 at $1,368.50 if you're 18 or older and living at home, or $1,697.17 if you live away from home, and higher if you have a partner or children.
How many hours can I work on Youth Allowance as a student?
There's no hours limit in the rules, only the income test and the full-time study load. At the adult casual Level 2 hospitality rate, about 16 weekday hours a fortnight gets you to $539, and about 50 weekday hours takes the away-from-home payment to almost zero. Twelve fortnights in a row at $0 cancels it.
How does the Income Bank work for Youth Allowance students?
In any fortnight you earn under $539, the difference is added as credits, up to 13,500 for students. In a fortnight you earn over $539, the credits cover the excess before your payment is reduced. It's automatic, it only covers your own income, you can't cash it out, and up to 3,500 credits transfer to Working Credit if you move to Youth Allowance as a job seeker.
Do casual hospitality shifts have to be reported to Centrelink?
Yes. You report the gross on each payslip, penalty rates included, from each employer separately, in your fortnightly report. Work done as a contractor, such as an On-Demand shift, is self-employment income and is reported separately. Reporting late or low doesn't make the income disappear; it becomes a debt you repay out of later payments.
